The British Council has an amazing site with a wealth of material for teachers and learners of English. You can find everything from lesson plans to research papers here- all free. .

A-Z of ELT
My favourite ELT blog. Scott seems to have stopped writing it now, but the archive is there and has so much accessibly written, useful and interesting thoughts on teaching English.
